Lumen Technologies' Black Lotus Labs reported that the China-backed Volt Typhoon group uses a rotating infrastructure called Silent Train to access critical systems. The network consists of compromised routers and devices that are rapidly rebuilt and dismantled to avoid detection. Victims include telecom providers, government entities, and organizations in water, energy, and transportation sectors. Researchers noted that the group can assemble new infrastructure chains in under two minutes, making disruption difficult. The operation relies on zero-day exploits and targets centralized management platforms to maintain persistent access.
